illiam Barr was the elected Monterey County Superintendent of Schools from 1991 to 2007. He holds Bachelors, Masters, and Doctorate degrees from California universities. As county superintendent, Dr. Barr was responsible for all public school education to 140 schools and 77,000 students. In 2001 he served as President of the California County Superintendents’ Association. He was on the Founding Board of the National Steinbeck Center. He was Chair of the Monterey County Treasurer’s Advisory Committee, on the Board of Academic Advisors to the Panetta Institute of Public Policy at CSUMB, and chair of the San Jose State University Educational Administration Advisory Committee. In addition, Dr. Barr currently teaches in the graduate schools of San Jose State University in Educational Administration and at the University of California, Berkeley in the Leadership for Education Equity Program.

Among Bill’s awards since 1995 are: The PTA Honorary Service Award; California Farm Bureau’s Annual Public Service Award; Hartnell College’s Distinguished Alumnus Award; and San Jose State’s Distinguished Service Award. In 1996 Bill was named California’s Outstanding County Superintendent. In 2002, he was granted the University of La Verne’s Distinguished Educator Award. Most recently, in the spring of 2003, he was honored with the Distinguished Fellow Award from California State University, Monterey Bay.

Dr. Barr is a life long resident of Monterey County, and is a graduate of Salinas High School and Hartnell College.
