Leadership Programs Policy Brief: Preparing California’s principals for Universal Transitional Kindergarten: Lessons from other states

While California is not the only state with an ambitious universal preschool policy, its UTK policy is the most recent effort and has the opportunity to benefit from the early work in other states such as Illinois, Georgia, New Jersey, and Massachusetts. How have other state level leaders prepared principals to implement universal preschool? What can California learn from these experiences as UTK is implemented by 2026? What kinds of partnerships have contributed to success?
